The International Initiative for Impact Education, aka 3ie, is accepting applications for the second round of its Open Window grant program. According to the program's page, "The Open Window funds quality impact evaluations of interventions aimed at improving social and economic development in low and middle-income countries. It accepts proposals on any theme, and there are no pre-established funding limits."

3ie favors applications with the following characteristics:

  • The impact evaluation examines a large-scale development intervention, with a high probability of influencing policy.
  • There exists a clear and close partnership with the implementing agency
  • Inclusion of developing-country researchers and evaluators as an integral part of the evaluation

Up to $10 million in grants may be awarded, with no limit on individual project size. 3ie selected eighteen impact evaluations during the first round, so prospective applicants may examine accepted proposals as a reference.


The range of acceptable proposals is deliberately very open, and all applications will be evaluated as such:

  • Policy relevance (10%)
  • Potential policy imapct in the near future (20%)
  • Quality of technical proposal (35%)
  • Qualifications of proposed staff (15%)
  • Involvement of developing-country researchers/evaluators (15%)
  • Inclusion of a member or associate member of 3ie (5%)
