Joseph Dwyer has 30 years of experience developing, managing, implementing, and advising health programs. He also has a certification in Organization Development. As Director of the Leadership, Management and Sustainability (LMS) Program at Management Sciences for Health – Cambridge MA. USA, Mr. Dwyer leads a worldwide team linking improvements in management systems and organizational leadership to improved client services. The project is known for innovation in linking leadership development with improved health systems and improved results as well as innovation in virtual learning. Mr. Dwyer has recently led a task team including WHO, USAID, and 8 development organizations to develop and publish “A Guide To Fostering Change to Scale Up Effective Practices in Health.”

As the Director for EngenderHealth, based in Nairobi Kenya, 1984 – 1998 and Deputy Director for Programs based in New York, from 1998 through 2000, Mr. Dwyer participated in all aspects of project management, quality improvement, and development of supervision systems for programs in Asia and Africa. He designed technical assistance plans, provided direct technical assistance and coordinated implementation and evaluation of all projects.

Mr. Dwyer’s technical areas of expertise include organizational development, strategic planning, leadership development, health systems and implementation of service delivery programs; He has a wealth of experience in the allocation of project human and financial resources for optimal impact.
